Louisiana has been allocated more than $3.1 billion in federal CDBG-DR funds to administer recovery through homeowner and rental assistance, economic revitalization, infrastructure and community resilience programs for areas impacted by Hurricanes Laura, Delta, Ida and the May 2021 Severe Storms.

The Small Business Loan Program is a lending program to assist disaster-impacted small businesses with non-construction expenses, aiding in the recovery of small businesses located in eligible areas that were affected by Hurricanes Laura, Delta, Ida and/or the May 2021 Severe Storms.
Through the Resilient Communities Infrastructure Program, the state will address unmet needs in the area of infrastructure across impacted areas in order to expand upon and improve resilient community planning, reducing overall risk to the population and structures from future hazard events, while also reducing reliance on federal funding in future disasters.
The Rental Restoration and Development Program ("RRDP") will provide assistance to an applicant who will develop in-fill residential rental housing in declared disaster areas affected by the 2020-2021 disaster events.
The Middle-Market Loan Program (MMLP) will provide gap financing to support the rehab and/or construction of multi-family buildings in impacted parishes that serve a range of household incomes, with the goal of achieving below-market rent affordability for LMI households.
The Rural Rental Rehab Program (“TRRRP”) will provide funding for the rehabilitation of rural, multifamily, affordable rental housing that will benefit low-to-moderate income populations.
The state will provide non-federal match funding for FEMA Public Assistance grants to offset the burden of local match requirements for infrastructure repair and rebuilding projects.
